Mental manipulations — imagination, planning, calculation, visualization — follow the **same neural pathway** as physical actions. Both originate in the cortex, both pass through the basal ganglia gate, and both are executed by specialized brain areas (physical → motor areas; mental → pre-frontal cortex).
> Mental manipulations are executed if and only if they have a high enough Expected Emotional Outcome (EEO).
## Implication
Everything that applies to physical action applies to mental action:
- Mental procrastination has the same root as physical procrastination (low EEO)
- Mental laziness is not a lack of cognitive capacity — it may be a lack of EEO for the mental work
- Excuses, avoidance, and distraction apply equally to thinking as to doing
## The Visualization Bootstrap
A mental action (visualizing benefits) can temporarily raise the EEO for a subsequent physical action:
1. Cortex proposes: *visualize the benefits of going to the gym*
2. Basal ganglia gates the visualization — if EEO sufficient, gate opens
3. Pre-frontal cortex executes the visualization → updates internal model
4. Updated model triggers emotional associations → temporarily raises EEO for exercise
5. Exercise now passes gating
If the visualization itself is blocked (EEO too low), the bootstrap chain fails. This is why "just think about how good you'll feel" doesn't work for someone with deeply negative associations.
